Noise Management Plan – Melton Mowbray Victorian Christmas Fair

Overview

The Melton Mowbray Victorian Christmas Fair will consist of a traditional Christmas market, a performance area within Market Place and a kids fun fair on Leicester Street. The performance area will involve music throughout the Christmas event, culminating in three headline performances at the end of each day.

Concept

There will be various performers and bands playing across the weekend. Music genres will include classical, choral, brass bands, pop, folk, jazz and dance. A 20-minute interval between each performance will allow setup for the next act. Daytime performances will serve as background music for shoppers, with Christmas-themed and family-friendly songs. There will be regular quiet periods between acts to avoid continuous noise.

Schedule

Friday and Saturday will feature two DJs and several bands. Sunday will have a more relaxed atmosphere with jazz, brass, and gospel performances.

Headline Acts

  • Friday 28th November – 8:00pm to 9:00pm – East 17
    Following the Christmas light switch-on, East 17 will close the first day with a one-hour concert.
  • Saturday 29th November – 5:00pm to 6:00pm – N-Trance
    The 90’s dance legends N-Trance will headline the second day with a high-energy performance.
  • Sunday 30th NovemberNatalie Black (Adele Tribute)
    UK’s top Adele tribute will perform the best of Adele’s hits to conclude the weekend.

1. Introduction

This document outlines how noise and sound will be managed during the Melton Mowbray Victorian Christmas Fair 2025. It identifies timings and mitigation strategies to ensure both attendees and residents have a satisfactory experience regarding noise levels.

2. Timings in Relation to Noise

Day 1 – Thursday 27th November (Setup)

  • 08:00 – Stage arrives and is positioned at the north end of Nottingham Street (low vehicle noise).
  • 08:15 – Stage construction begins (low metallic noise; minimal assembly required).
  • 08:30 – Fun Fair supplier vehicles arrive on Leicester Street.
  • 10:00 – Toilets arrive and are positioned along Leicester Street and St Mary’s Way.
  • 10:00–14:00 – General site setup (market stalls, generators, signage).
  • 17:00 – Day 1 setup ends.

Day 2 – Friday 28th November

  • 06:00 – Market setup continues.
  • 08:00 – Stage and production setup continues.
  • 10:00 – Vehicle curfew begins.
  • 10:00 – DJ setup and sound check.
  • 11:00 – Event opens; amplified sound begins.

  • 4:30pm – De-rig begins.

3. Noise / Sound During the Event

3.1 The Public

Audience noise will include general chatter, applause, and cheering. Security staff will monitor for excessive noise and discourage gatherings outside the event perimeter.

3.2 Staff / Contractors

Approximately 80 staff and contractors will be on-site. Communication will be kept at normal speaking levels. Radios will use earpieces to minimise noise spill.

3.3 Performances

All sound levels will be controlled by the front-of-house sound engineer, who will log readings throughout the day. The Event Manager will perform periodic compliance checks.

4. Managing Noise

The event will adhere to agreed sound limits. The Event Manager may reduce volume levels at any time if deemed excessive.

4.1 Amplified Sound Sources

The main stage is the sole amplified sound source. The PA system comprises 6 line-array modules per side and 4 twin 18” subwoofers. Sound will not exceed 75dB at the mixing position (25m from the stage). Speakers will be angled downward to reduce sound bleed.

4.2 Noise Measurement

A decibel data logger will monitor sound at the mixing position with 0.1dB resolution and 1.5dB accuracy. Mobile readings around the perimeter will be taken hourly. All data will be logged and available post-event.

4.3 Managing Public Complaints

Residents within 300m will receive pre-event notification letters including contact numbers. Complaints during the event can be made to 07951 326 269. Complaints will be logged, investigated with on-site decibel readings, and resolved where necessary by adjusting levels.

5. Noise and Safety

The event will comply with the Health and Safety Executive’s Control of Noise at Work Regulations 2005. The schedule includes breaks between acts to reduce exposure. Playback music will not exceed 80dB. In emergencies, amplified sound will cease immediately and the PA will be used only for essential communication.
